VICE MAYOR – RICKY P. HECHANOVA
(a) The vice-mayor shall:
(1) Be the presiding officer of the Sangguniang Bayan and sign all warrants drawn on the municipal treasury for all expenditures appropriated for the operation of the Sangguniang Bayan;
(2) Subject to civil service law, rules and regulations, appoint all officials and employees of the Sangguniang Bayan, except those whose manner of appointment is specifically provided in this Code;
(3) Assume the office of the municipal mayor for the unexpired term of the latter in the event of permanent vacancy .
SANGGUNIANG BAYAN MEMBERS
(1) Approve ordinances and pass resolutions necessary for an efficient and effective municipal government, and
(2) Generate and maximize the use of resources and revenues for the development plans, program objectives and priorities of the municipality
(3) Subject to the provisions of Book II of this Code, grant franchises, enact ordinances authorizing the issuance of permits or licenses, or enact ordinances levying taxes, fees and charges upon such conditions and for such purposes intended to promote the general welfare of the inhabitants of the municipality
(4) Regulate activities relative to the use of land, buildings and structures within the municipality in order to promote the general welfare
(5) Approve ordinances which shall ensure the efficient and effective delivery of the basic services and facilities
(6) Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
(4) Exercise the powers and perform the duties and functions of the municipal mayor in cases of temporary vacancy as provided for in section 46, Book I of this Code; and,
(5) Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
