BARANGAY SIOCON

The Barangay Siocon is one of the oldest barangay among the 16 Barangay’s that comprised the Municipality of Compostela.

The barangay oldest residential building was owned by Sofio Albinda and it was located at Purok 4, Siocon, Compostela, Davao de Oro.

The first settler of the barangay was the “MANDAYA” which popularly known as the native of our barangay and first who came in were the Impes family, Beker family, Balinawa family, Mapiguid family, Sanatan and among other Mandaya families. Barangay Siocon was first named as “SAUCON” because they got water through kabo o sandukon sa balon.

The first immigrant coming from the island of Visayas and Luzon who venture to occupy and developed the southern portion and presently the thickly populated area headed by Edilberto Ladroma, Aparacion Cocamas, Celestino Acedo, Federico Fernandez and Semion Alilin. The eastern portion along the river called Saucon which intersected the Batuto river were Sofio Albenda, Casamero Galos, and Carnelio
Echavez together with their respective families.

In spite of the virgin forest that developed the cluster of people, seldom of communication, no transportation to transport their farm products down to market yet they have been united and abled to organize themselves to form into a small unit of the government.

In the late October, 1953 the survey was started to set aside the Fifty-one (51) hectares intended for residential area and end on the early part of November 1953, that land area were 858.4769 hectares agricultural land, 51 hectares which 557 sub-divided lots for residential site known as TS 303- PLS 2 was approved as a government property reserve site for residential as presidential proclamation on May 7, 1957.

Barangay Siocon considered as the oldest barangay.

In January 1953 it was the first Barrio election, conducted through viva voce bases for two (2) years term. The first Barrio lieutenant elected was Benito Tagod with five councilors.

On the same year 1953, the first school was built, it was named Siocon Primary School, but suddenly it was burned to fire since the roofing material used was “Inak-ak” and it was during dry season. When the time the school was raised again it was named Siocon Elementary School.

In the year 1957, Diego Balanza was the last teniente del barrio and the first elected Barangay Captain. Years had passed, the national congress decided to have a local election. The first Tenyente del Barrio or Barangay Captain was Diego Balanza followed by Tenyente del Barrio Alejandro Ladica, and Bienvenido Acedo was the Barangay Treasurer at that time.

The second Teniente Del Barrio was Edilberto Ladroma followed by Aparacion Cocamas. During this period was the construction of the barangay road connecting compostela proper and funded by the government in 1957-1959. Sofio Albenda seated teniete del bario 1960-1962, while Diego Balanza was the last Teniente Del barrio.

On the other hand, Alejandro Ladica was the first barangay captain elected through RA 3590 known as barangay charter in 1968-1972, the councilors were; Juven Sugsi, Tiburcio Ijalas, Teodoro Gula, Vicente Batalon Sr., Francisco Bonjoc Sr. Adriano Antonio, Mario Dela Peña. In 1972 Francisco Ang Sr. was elected as barangay captain.

The councilors were; Adriano Antonio,Evangeline Bonjoc, Tortiliano Vigonte Sr., Jesus Perasol Jr. Vicente Batalon and Carlos Vibora. During this period, the term of office of the barangay officials elected was extended from four years to ten years due to the proclamation of martial law on September 11, 1973.

In 1973, the barangay high school was opened initiated by Barangay Captain Francisco Ang with the barangay councilors; Elpedio Antonio, Evangeline Bonjoc, Jesus Persol Jr., Vicente Batalon, Mario Dela Peña, Carlos Vibora but due to the economic crisis, the said high school was closed in 1975.

By the grace of the almighty Father, in the year 1977, the NIA- National Irrigation Administration started to operate in Barangay Siocon. The major crops of the farmer which is abacca, coconut and corn were converted into rice fields. In 1982, Francisco Ang was re-elected as barangay captain on May, 1982. Elected councilors were; Antonio Café, Jesus Persol Jr., Severo Cocamas, Evangeline Bonjoc, Dionesio Baguio, Carlos Vibora. The term of office of barangay officials was extended because of Edsa Revolution in 1986 from four (4) to six (6) years.

During this administration, the celebration of Araw ng Siocon was proposed, it was presented to the general assembly on September 1982 and fortunately it was approved.

Siocon however, celebrates its “Araw ng Siocon” every 17 th day of November because the first Chairman insisted that it was the date when they first initiated the move to hasten the conversion of Siocon into a regular barangay.

Sr. San Isidro Labrador is the Patron saint of barangay Siocon and celebrates its Fiesta every 15 th day of May. In 1989-1994, Tortiliano Vigonte Sr. was elected as barangay captain for five years, councilors were; Edelberto Ramos, Canesio Acedo, Arsenio Gabales, Felix Legaspino, Pacita Gozon and Carlos Vibora. In 1990, the Stanfilco Dole Philippines INC. producer of exportable banana. Started to operate a portion of barangay Siocon’s agricultural land. Some rice fields were converted into banana plantation which increased the income of the inhabitants that consequently made the barangay became progressive. In the year 1992, there was a special election conducted by the DILG in coordination with the municipal mayor, fortunately Jesus Perasol Jr. was elected in lieu of Felix Legaspino as of the council.

In 1993, the barangay became the fast growing population due to the advent of the Stanfilco Dole Philippines Inc. and other AGRI – business which was present and still operating at present in the barangay. On March 23, 1993, the barangay assembly requested for the reopening of Barangay High School. The Barangay council filed an application to re-open the barangay high school thru a resolution passed sponsored by Jesus C. Perasol Jr. It was carried and approved the school was re-open started in CY
1994-95, Tortiliano Vigonte Sr. was the barangay captain. The councilors were Jesus Perasol Jr., Felipe C. Vibora, Gaspar Villason, Antonio Café, Juven Batalon, Pacita Gozon, Edelberto Ramos, and Sk Chairman Arlan Nesnia, Barangay Treasurer Alma S. Loquere and Barangay Secretary Norma S. Perasol.

In 1996, the potable water system was established. It started to operate in the year 1997 but only Purok 4 was covered by the potable water system. Barangay water system was in full operation, the reservoir capacity is 28,000 liters and it was funded by the municipal, provincial and national government
respectively with bayanihan system of barangay constituents as their counterpart. In 1997-2002, Tortiliano Vigonte Sr. still the Brgy. Captain and the councilors were Jesus C. Perasol Jr., Gaspar Villason, Felipe Vibora, Bienvenido Acedo, Edelberto Ramos, Remedios Ang, Juven Batalon and the SK Chairman Evangeline Gozon.

In 2002-2007, Tortiliano Vigonte Sr. again was the Brgy captain and councilors were, Felipe Vibora, Gaspar Villason, Jesus Perasol Jr., Bienvenido Acedo, Edelberto Ramos, Juven Batalon, Pacita Gozon but there was a special election conducted.
Pancrasio V. Villason was elected in lieu of Pacita Gozon, who was a municipal employee and in lieu of Gaspar Villason, Conchita Villason was the one appointed. In 2007-2010 Felipe Vibora was elected as Barangay Captain. Councilors were Santos Coquilla, Reynaldo B. Gattoc, Cresencio Cocamas, Pancrasio Villason, Jose Vigonte, Alejandro Vigonte, Bienvenido Acedo, SK Chairman Jonel L. Dumadag.
Barangay secretary was Merlin Lumbo and Barangay Treasurer was Bertila V. Libato.

In 2010-2013, Felipe Vibora was re-elect as Barangay Captain. Councilors were Santos Coquilla, Norma S. Perasol, Reynaldo Gattoc, Jose L. Vigonte, Juven Batalon, Nestor C. Vibora, Adelaida A. Cardinas and SK Chairman Albert John Vigonte.

The major events occurred in the barangay on December 4, 2012 wherein Typhoon Pablo traversed the island of Mindanao particularly in Compostela Valley where in Barangay Siocon encountered the unpredicted calamity that makes big changes on the perpendicular life status of every constituent in the locality. Followed by the tropical depression Agaton in January 2013 that brought flood to the rice fields of some constituents.

In 2013, Pancrasio Villason was elected as Barangay Captain, Councilors were Norma Perasol, Juven Batalon, Nestor Vibora, Reynaldo Gattoc, Jose Vigonte, Bienvenido Acedo, Adriano Potane and the IPMR Jocelyn Cabiluna, Barangay Secretary was Victor Gallo and Barangay Treasuerer Analyn S. Deloso.

The KALAHI-CIDS and PAMANA project was constructed. Two (2) unit classrooms building in Siocon Elementary School and Flood Control located at P-3, Siocon, Compostela, Davao De Oro in ALILIN AREA. Multi-purpose pavement, storage building, birthing room and units of classrooms in Siocon National High School. Barangay hall was constructed and (2) two expansion of Barangay Covered Court and
stage, were establish in this period.

In the year 2018, Pancrasio Villason was re-elected as Barangay Captain. Councilors were Adriano Potane, Norma Perasol, Romel Dumadag, Oscar Lumbo, Leonardo Ladica, Beinvenido Acedo, Nestor Vibora, IPMR – Jocelyn Cabiluna and SK chairman Al Jason Vigonte. Barangay Secretary was Rissa R. Dela Pena and
Barangay Treasurer was Merliza N. Villason. From that time until now, the Barangay Siocon received a lot of donors from National through Provincial and Municipal government for barangay development which
is still on progress.

Its population as determined by the 2020 Census was 3,724. This represented 4.14% of the total population of Compostela.

Siocon is situated at approximately 7.6459, 126.0334, in the island of Mindanao. Elevation at these coordinates is estimated at 76.1 meters or 249.7 feet above mean sea level.
